BACKGROUND: 

In response to the unprecedented crisis in housing affordability and availability, in 2022 the Board of County Commissioners (BCC) created the Community Housing Fund (CHF).  In November of 2023 an application process was opened for HUD HOME-ARP and CHF funds for the development or rehabilitation of permanent supportive housing (PSH) units.  This funding round was initiated to address the dire need for housing units for the most vulnerable in our community - those who need housing with very low rents, case management and supportive services in order to remain healthy and successfully housed.  The Community Housing Office received 15 applications, for funds for both development as well as services, totaling requests of over $70 Million.  Staff worked with the Community Development Advisory Committee and an underwriting specialist to carry out a substantial review and analysis of the applications.  Some of these applications for PSH will be funded through HUD HOME-ARP and other County funds; however, staff is recommending CHF funds be provided to a portion of the applicants, including the following:
- $7,425,000 to the Tropicana Trails Project, which will be constructed by George Gekakis and HELP of Southern Nevada.  This project will consist of 50 units serving vulnerable households at 30% of Area Median Income (AMI) including unsheltered households and those at risk of homelessness.  HELP will provide case management and services.  This project will be located at Boulder Highway and Tropicana in unincorporated Clark County.
- $1,800,000 to The Nevada HAND Sunrise Ranch project.  This project will consist of 144 units serving youth aging out of foster care and other vulnerable populations.  It will be located at Boulder Highway and Broadbent Blvd. in the City of Henderson.
- $8,000,000 to the Nevada HAND Silver Sky Assisted Living project, one of only two affordable assisted living developments in Nevada, serving seniors at 30%-60% AMI.  This project will be expanded to 122 units and is located at 8220 Silver Sky Circle in the City of Las Vegas

Pursuant to Commission approval, staff will draft grant or loan agreements for awardees and submit those for signature by the County Manager or her designee. Further, Clark County will be responsible for monitoring each funded project to ensure that the units contained therein remain affordable, and to ensure compliance with the requirements of the CHF Program.
