BACKGROUND:
Pursuant to U.S. Department of Housing and Urban Development (HUD) regulations, Clark County contacted the incorporated cities in May 2023 as it does every three years and invited them to rejoin our consortium. For the CDBG Program, we received confirmation that the Cities of Boulder City and Mesquite wish to rejoin our Urban County CDBG Consortium, with the Cities of Las Vegas, Henderson, and North Las Vegas electing to again remain separate CDBG entitlement recipients.
This is a standard process that must be completed every three years. With these latest Agreements, we will have formed 25 separate CDBG Consortia. To date, County staff has been instrumental in bringing to this Urban County CDBG Consortium over $257 million in CDBG monies, with an estimated additional $8 million to be received in late July or August. For ease of completing this three-year enlistment process, the County will be entering into separate Agreements with the Cities of Boulder City and Mesquite for their participation in this CDBG Consortium. Pursuant to the Agreement, the Cities of Boulder City and Mesquite will each receive 3 percent of the County's CDBG annual allocation. The Agreements contain verbiage allowable by HUD to enable automatic renewals. Both the City Council of the City of Boulder City and the City Council of the City of Mesquite approved the Agreement on June 13, 2023.
