BACKGROUND: 

This Competitive Bidding Exception is for the purchase of, and associated training, support, and materials for, a System, from Waterblasting LLC dba Hog Technologies (Company). This equipment removes rubber and paint markings from asphalt and concrete surfaces on runways, taxiways, and the ramp areas of the airfield with minimal negative impact to the surface and environment. 

The Clark County Department of Aviation (DOA) currently has a Stripe Hog system that is aging and beginning to require frequent maintenance. A second system of the same model will allow DOA to perform consistent removal of the rubber and paint markings as required by the Federal Aviation Administration and allow for an interchangeable inventory of parts.

The term of the approval is from date of award through June 30, 2027.

The recommendation of award is in accordance with NRS 332.115(1)(c), the additions to and repairs and maintenance of equipment which may be more efficiently added to, repaired or maintained by a certain person; and (d), the equipment which, by reason of the training of the personnel or of an inventory of replacement parts maintained by the local government is compatible with existing equipment; and is therefore exempt from competitive bidding requirements.
