BACKGROUND:

On October 30, 2023, Request for Qualification (RFQ) No. 606876-23 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Submittals were requested for Alternative Living Services for in-home specialized care, transportation and other services necessary for health, safety, and well-being on the youth who cannot live with their families.

Submittals were received from the following firms: Eagle Quest (NBE).

An Ad-Hoc Committee comprised of 4 individuals from Department of Juvenile Justice Services and Family Services reviewed and evaluated the submittal.  After the evaluation, the Ad-Hoc Committee ranked the firms in the following Order: Eagle Quest.

The Ad-Hoc Committee recommends the selection of Eagle Quest.

The selected firm will provide in-home specialized care, transportation and other services necessary for health, safety, and well-being on the youth who cannot live with their families.

The following are the pertinent provisions of the Contract:
The term of the Contract is from July 1, 2024 through June 30, 2025 and includes the option to renew for                      4, one-year periods.

Includes the County’s option to terminate for cause, convenience or default and suspend the Contract with                      advanced written notice.

Additional providers identified will be qualified by Clark County Department of Juvenile Justice Services in accordance with the requirements of the RFQ and Purchasing and Contracts will execute the Master Contract with these providers.

The recommendation of award is in accordance with NRS 332.115.1(b), the competitive bidding process is not required as the services to be performed are professional in nature. Pursuant to internal policies and procedures, Clark County solicited these services through the RFQ process.
