BACKGROUND: 

The Clark County Department of Family Services' (CCDFS) child haven campus is a 24/7 licensed child-care institution for infants, children and youth who are victims of child abuse and neglect, and who are unable to safely remain in their homes. Child haven accepts children and youth anytime of day or night on an emergency basis. The census of the child haven campus has remained high for the last several months, with a population routinely around 80 children. Increasingly, children brought into care have special medical or behavioral conditions and require constant 1:1 supervision and care, (e.g., children with low functioning autistic, severely developmentally delayed or with aggressive behaviors). These high need children require extra staffing support. Currently, there are 33 filled, and 34 vacant part-time positions for the child haven campus assisting full time staff to care for these children 24/7. 

To better serve the children in care, CCDFS has determined that at least three (3) new full-time Child Development Specialist (schedule 27) positions are needed to better manage  the care and supervision of children in care 24/7.  The cost of these positions will be offset by the elimination  of 31 budgeted part-time positions.
