BACKGROUND:

Following the onset of COVID-19 and the receipt of federal grant funds, the County engaged the community to determine the impacts of the pandemic as well as the immediate and long-term recovery needs. The engagement process included community meetings, a grant application site, and interviews with a variety of community stakeholders and local government representatives.

The Transitional Housing Employment & Training Program will target individuals currently in transitional housing. EmployNV Career Hub staff (Workforce Connections’ sub-recipients) will assist in connecting individuals with workforce development services and activities, providing critical career skills. Services will include assessments, job preparation, skills acquisition, job training, employment services, and supportive services.

The participants for this program will be individuals currently in transitional housing and residents of Clark County, referred from Clark County. Working with the County case management and other referral resources, eligible participants will be paired with a career coach who will enroll and conduct initial assessments and develop an individual employment plan (IEP).

At the Board of County Commissioners Meeting on August 16, 2022, an amount of $4,000,000 was approved for use by Workforce Connections. Pursuant to NRS 244.1505, the County Manager or his designee has executed the required interlocal agreement with Workforce Connections, the governmental entity applicant

Staff recommends approval of the interlocal agreement between Clark County and Workforce Connections.
