BACKGROUND: 

The Clark County Department of Family Services (CCDFS) has submitted a grant application to the Springboard Prize for Child Welfare for the purpose of securing funds to continue its effort in delivering early intervention, prevention & supportive services to families with children between the ages of 0-3 years with risk factors that could lead to child abuse and neglect. In 2020, CCDFS launched Thrive by Five and partnered with the Southern Nevada Health District by Interlocal Agreement and has begun to impact our community by establishing a rapport within communities across Southern Nevada who have had trust issues with the child welfare system. It has bridged the gap of preventative services, public health and child abuse and neglect for those families.

If awarded, it is the goal of the CCDFS to continue collaborating with community partners and to develop advanced ways to support child abuse and neglect prevention as a public health issue by 1) expanding our reach beyond what is being reported vs. the number of children that have been impacted; 2) promoting mental/emotional health as a prevention to the negative impact that abuse and neglect can have on a child’s physical/emotional well-being resulting in cognitive delays; 3) addressing abuse and neglect as a social problem that can directly and indirectly impact our economic and social development through hospital costs, medical treatment as a result of physical abuse, lower academic achievement and possibly leading to adult criminality; and 4) increasing resources and collaborations to create a continuum of care and provide long-term access to assistance to reduce risks and recidivism of abuse and neglect.

Due to the short time frame between the grant announcement and submission due date of March 12, 2021, the grant application was submitted to the Springboard Prize for Child Welfare prior to Board approval. Staff requests that the Board ratify the submission of the attached grant application and accept any funds awarded.
