BACKGROUND: 

Since 2005, Clark County Family Services (CCFS) has been receiving grant funding from the State of Nevada Department of Health and Human Services, Division of Child and Family Services (DCFS) to support adoption incentive programs that are required to move children toward the completion of adoption.

On April 12, 2025, CCFS received notification from DCFS of their intent to award the yearly grant award for Adoption Incentives.

The funds will be used to continuously fund three (3) grant funded Limited Permanent positions: two (2) Legal Secretary’s I/II (C24) and one (1) Office Specialist (C23) to assist CCFS' District Attorneys with Termination of Parental Rights to allow CCFS children to be adopted.  In addition, funding will secure contractual services for Home Studies, Social Summaries, marketing campaigns, events and media which will promote recruitment of foster and adoptive families.

In prior years, the grant awards from DCFS for adoption incentive programs were: FY2019 - $449,517; FY2020 -
$474,435, FY2021 - $204,074, FY2022 - $463,614, FY2023 - $244,475, and FY2024 - $247,609.  The anticipated FY2025 award is $529,243 and is 10% more than the initial budget amount of $465,000, thereby requiring BOARD's approval in accordance with County Fiscal Directive 2.

The award process for this grant differs from the normal grant application process as funding is made available to the State and passed through to CCFS without advance notice, application submission or competitive process.  In addition, funding availability is not known until an award notice is received from the State.

Staff request the BOARD to approve, authorize and accept the funds awarded.
