Agenda note: DISCUSSION: The Board was addressed by Clark County Water Reclamation District (CCWRD) General Manager Thomas Minwegen who advised that the process for the collection of delinquent accounts was essential to CCWRD operations; that securing delinquent revenues was important for the daily operations and maintenance, and capital expenses; and were critical in order to maintain a clean water infrastructure.

Sitting as the Clark County Water Reclamation District Board of Trustees, Chair Segerblom opened the public hearing and asked if there were any persons present in the audience wishing to be heard on the matter.

BACKGROUND: 

On May 4, 2021, the Board of Trustees adopted Resolution No. 21-002, which allows for the collection of delinquent sewer charges and fees by placing the delinquent accounts on the Clark County tax roll. At that meeting, a written report describing the properties and delinquent amounts was filed with the Board Secretary. As required by NRS 318.201, on May 4, 2021, the Board set the matter for a public hearing at 10:00 a.m. on June 1, 2021.

Since that date, property owners were notified by mail of the delinquent account(s) and the date and time of the public hearing. The written notice requested property owners contact District staff to settle their overdue account(s) prior to the public hearing. Any property owners that pay the overdue amounts on their account prior to June 15, 2021 will have their account removed from the tax roll list. Upon completion of the hearing, the Board may adopt the June 1, 2021 report filed with the Board Secretary, with any appropriate modifications, to place the delinquent charges on the Clark County tax roll for collection on June 17, 2021.

* On June 16, 2020, the Board approved the 1-year postponement of collecting the delinquent accounts through the annual Fiscal Year End tax roll process. Instead, the delinquent balances rolled-over and were added to the July 1st bills for Fiscal year 2021.  Therefore, no delinquent balances were reported for Fiscal Year End 2020 for purposes of collection on the tax roll.

As of May 15, 2021, the delinquent accounts represent $11,349,354.27 in uncollected revenues.
