BACKGROUND:
On November 18, 2020, the Clark County Department of Aviation (DOA) issued a Request for Qualifications (RFQ 21-001) for professional consulting services for the Airport Pavement Management Program (APMP) for the Clark County Airport System. Four (4) proposals were received and evaluated by an ad-hoc committee consisting of DOA staff and an outside representative. As a result of the evaluation, the committee recommends that Kimley-Horn and Associates, Inc. (KHA) perform these services. KHA has the experience, expertise, and qualified staff to perform these services.
The Federal Aviation Administration (FAA) requires that airports requesting federal funding for pavement improvement projects have a current APMP. The contract will keep the DOA in compliance with the Federal APMP requirement. It will be federally funded up to 83 percent of the contract value. The APMP includes airside pavement updates for McCarran, North Las Vegas, Henderson, Jean and Overton airports.
The term of the contract is for five (5) years from date of award. In accordance with NRS 332.115.1(b), a discretionary award is permissible because the services to be performed are professional in nature, and therefore, exempt from the competitive bidding requirements.
The contract has been signed by an authorized representative of KHA and has been approved as to form by the District Attorney's Office. KHA currently holds a Clark County business license.
