BACKGROUND: 

On March 29, 2024, Clark County (County) received a request from the Shaquille O'Neal Foundation, a non-profit (Foundation) to acquire a ±4.81-acre vacant parcel near the northeast corner of north Lamb Blvd and Kell Lane, addressed at 4400 Kell Lane, Las Vegas, NV 89155 known as Assessor's Parcel Number 140-20-301-019 owned by the County (Property) by donation for a future community Boys and Girls Club (Facility).  The construction of the Facility is estimated to be 16 million and will provide youth with academic and personal development resources and well as college and career readiness opportunities along with recreational amenities.

Pursuant to Nevada Revised Statute (NRS) 244.284, the County may convey property to a non-profit without consideration provided the property reverts to the County if it is not used for charitable or civic purposes. The following stipulations shall govern this conveyance:

- The Property shall not be used as a charter school as defined by NRS 388A;
- The Property shall not be leased or conveyed to an entity other than a corporation for public benefit as defined in   NRS 82.021;
- The Property shall be used for charitable or civic purposes or other use as permitted by the County;
- The Foundation shall begin design and construction for the Property within five (5) years of conveyance.
