Based on the most recent data for each metropolitan area, Fair Market Rents (FMR) have risen approximately 20%. As such, we have updated the award amount to reflect the change from the FY2022 FMR used in the application to the FY2023 FMR HUD will use to award project funds. As FMR changes we expect the award amount to vary each year based on the current FMR for our community, not the FMR for the year in which the application was submitted. |
BACKGROUND:
Clark County Social Service (CCSS) requests that the Board of County Commissioners ratify the submission of Stability, Tenancy, Access, Restore (STAR) Permanent Supportive Housing (PSH), a 2022 renewal application for the Southern Nevada Homelessness Continuum of Care (SNH CoC) consolidated grant application due September 30, 2022 to HUD; authorize the Administrator of Human Services to sign all grant documents; accept any grant funds awarded and authorize the continuation of four (4) Family Services Specialists, one (1) Youth and Adult Intervention Specialist, one (1) Family Services Assistant, one (1) Social Work Supervisor, two (2) Part Time Hourly Management Assistants, and one (1) Financial Office Specialist, or equivalent positions, contingent upon award from HUD. STAR PSH was written in response to the 2022 Notice of Funding Availability for the CoC and approved by the SNH CoC Board on September 15, 2022. STAR PSH ranked 10 out of 27 in the local scoring and ranking process and has been placed in Tier 1 of the consolidated application.
STAR PSH provides 80 units of housing and supportive services to Veterans and households experiencing chronic homelessness; highly vulnerable individuals, families, and transition age youth experiencing literal homelessness who have a mental illness or a co-occurring mental illness and substance use disorder; and highly vulnerable frequent users of high cost public systems such as jails and emergency rooms with PSH. Stable housing placement is provided in coordination with match and leveraged resources for intensive case management and supportive services to increase client success.
CCSS is applying for $1,661,444 for twelve (12) months of services with a project term of December 1, 2023, through November 30, 2024, and the grant is eligible to apply as a renewal project annually through the local CoC process. The $1,661,444 amount reflects the current totals based on the 2022 FMR used in the application. The final grant award amount will be calculated based on increased 2023 FMR and is anticipated to total $1,833,132. STAR PSH will receive cash match resources of $458,283 from the CCSS property tax revenue.
****Of the total grant award approximately $900,000 is budgeted for personnel and fringe benefit costs for four (4) Family Services Specialists I/II (C27/28) to provide intensive case management, one (1) Youth and Adult Intervention Specialist I/II (C29) for employment training, one (1) Family Services Assistant (C22) for direct life skills training and direct support for clients, one (1) Social Work Supervisor (C30) to oversee staff and program and to oversee the day-to-day operations of the project, two (2) Part Time Hourly Management Assistants (C00) to serve as housing navigators, and approximately 50% of the salary for one (1) Financial Office Specialist (C23) to process invoices and attend to fiscal requests. The Part Time Hourly Management Assistants and Financial Office Specialist positions may be shared with other HUD funded projects and the portion of their time spent working on another grant will be charged accordingly. The personnel and fringe benefits projection will increase annually as required with merit and/or cost of living increases. Continuation of all of the above requested positions is contingent on funding award from HUD.
