BACKGROUND:
On April 13, 2023, the State of Nevada Division of Child and Family Services (DCFS) announced notice of funding opportunity for Education and Training Voucher (ETV) Grant. ETV is a federally funded program that provides administration and processing of applications and funding for foster youth, ages 16-26, that have aged out of the foster system or were adopted after age 16 to receive up to $5,000 annually for costs associated with post-secondary education or vocational training. With this funding and assistance former foster youth are able to overcome and eliminate financial hurdles and build a strong foundation for long-term personal and financial stability and support.
Social Service Step Up Program currently administers ETV services and outreach to eligible youth in Southern Nevada. If awarded, the grant funds will be used to support services to include the continuation of one (1) limited perm Part Time Hourly Family Service Specialist or equivalent position to support the administration of the ETV program. In addition, funds will allow for youth to access supports and direct assistance for their educational needs locally and help improve utilization of all available services. ETV funds will also continue the partnerships with educational institutions and community partners in Southern Nevada to ensure continued access and increased support from eligible education and vocational institutions.
This application will be the 2nd submission to DCFS for funding for the ETV Program. The original application was submitted in July of 2021 and was funded for $314,063 for twelve (12) months of services. On September 29, 2022, CCSS was awarded $316,737.00 for the following twelve (12) months of services through a renewal option from the grant application submitted July 2021 to DCFS.
The ETV program requires a twenty-five percent (25%) cash match in the amount of $79,184.00. Cash match funds have been budgeted. These funds will be used to support one (1) Part Time Hourly Family Services Specialist to administer the program and ensure all requirements are met.
Social Service intends to submit its grant application to the DCFS on the due date of May 31, 2023.
Staff requests that the Board approve the submission of the grant application and accept the funds awarded.
