BACKGROUND: 

The County and the Franchisee entered into an Ambulance Franchise Agreement dated February 1, 2025 ("Agreement") to provide emergency ambulance services in certain specific service areas. The County and the Franchise now mutually desire to amend this Agreement to expand the Franchisee's service area to include the Laughlin service area and to establish specific operational requirements for staffing, posting, and contingency coverage.

Staff recommends that the Board approve and authorize the Chair to sign the First Amendment to the Ambulance Service Franchise Agreement with RBR Management, LLC.
