BACKGROUND: 

In order to preserve access to healthcare services for underinsured individuals in the State of Nevada at non state governmentally owned hospitals, and to recognize the higher costs incurred by teaching programs when providing said services, the State of Nevada, Division of Health Care Financing and Policy (DHCFP) shall provide Supplemental Payments to non-state, governmental owned or operated teaching hospitals.  On July 18, 2023, the Board of County Commissioners approved this interlocal contract to support the State’s supplemental Directed MCO Payment program for inpatient and outpatient care within University Medical Center (UMC) and is effective from July 1, 2023 through June 30, 2027.

Amendment #1 increases the County contribution by a total of $82,611,975 through the remainder of the contract period.  $39,3423,377 of the total increase represents billings for prior years that had been delayed but budgeted by the County under the terms of the interlocal agreement that expired on June 30, 2023.  The remaining increase is due to increased volume anticipated from July 1, 2023 through June 30, 2027.
