BACKGROUND:
Clark County on behalf of the Department of Social Service (CCSS) requests that the Board of County Commissioners (BCC) ratify the approval and authorize the Administrator of Human Services to sign the acceptance of 2022 Agreement to use the American Rescue Plan Funds from the State of Nevada, Department of Business and Industry, Nevada Housing Division.
Section 9901 of Subtitle M of the American Rescue Plan Act ("Act"), CFDA 21.027, appropriated $219,800,000,000 State and Local Discal Recovery Funds ("Funds") to the United States Treasury ("Treasury") for disbursement to states, territories, and Tribal Governments to mitigate the public health emergency with respect to COVID-19.
The Governor of the State of Nevada has determined that providing financial assistance to eligible households affected by COVID-19 is necessary to prevent the eviction of households struggling financially and has made funding available to the Nevada Housing Division for the purpose of assisting Clark County Eligible households with Eviction Diversion Activities, including, without limitation, relocation assistance and other supportive services to eligible households. Eligible households must have a household income at or below 60% of the area median income for Clark County.
Clark County as a political subdivision of the State of Nevada will receive Funds not to exceed the total of $10,000,000 to assist eligible households in Clark County eviction diversion activities, including, without limitation, relocation assistance and other supportive services. Funds must be obligated by December 31, 2024. Funds must be expended by December 31, 2026. Clark County agrees that any Program costs, unless otherwise specified, exceeding the $10,000,000 provided by the Nevada Housing Division pursuant to this Agreement, will be the responsibility of Clark County. No more than ten percent of the Funds may be used for administrative expenses. Any ongoing program costs, such as maintenance and operations, shall be the sole responsibility of Clark County.
