Conduct a public hearing on both the reallocation of $5,000,000 in unobligated/de-obligated Community Development Block Grant (CDBG) program and administrative funds to the Family Promise of Las Vegas (FPLV) Family Navigation Center Project, and the submission of a 4th Substantial Amendment to HUD; approve and authorize (1) the reallocation of funds, and (2) the Community Housing Administrator, or her designee, to submit a 4th Substantial Amendment to the 2020-2024 Consolidated Plan and 2024 Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD); and authorize the County Manager, or his designee, to execute any necessary documents related thereto. BACKGROUND:
On May 5, 2020, the Board of County Commissioners (BCC) approved the submission of FY2020-2024 Community Development Block Grant (CDBG) Capital Improvement Plan (CIP), approved a project list, and authorized staff to submit the CDBG Pre-Award Approval Request to the U.S. Department of Housing and Urban Development (HUD), and subsequently approved the FY 2020-2024 CDBG CIP. The BCC also authorized the County Manager, or his designee, to sign any resolutions or agreements necessary for implementation of the CDBG CIP.
The CIP originally included an allocation of $4,300,000 to Family Promise of Las Vegas (FPLV) for the construction of a Family Navigation Center that would provide holistic services for homeless families.
Due to huge increases in construction costs, $1M in additional funds was requested to build half of the project based on the original proposal. On July 20, 2021, BCC approved the request and the original agreement between Clark County and Family Promise of Las Vegas was consequently amended on February 7, 2023.
On January 16, 2024, an additional $362,909.75 was further allocated for the initial phase of the project. To complete the entire envisioned and original scope of the project and allow the subrecipient to efficiently deliver the full range of services to the intended number of families an additional budget of $5M is being requested for a total project cost of $10,662,909.75.
This Substantial Amendment is a requirement of HUD per the approved Citizen's Participation Plan.
