BACKGROUND:
On January 20, 2026, the Board of County Commissioners adopted Clark County Code Chapter 4.35 establishing a 9-1-1- surcharge in accordance with NRS 244A.7643. As required by NRS 244A.7645 and Clark County Code 4.35.035, the Clark County 9-1-1 Emergency Response Advisory Committee was created to advise the Board of County Commissioners. Clark County is required to appoint three (3) members to the Committee; one member must be an employee of the County's finance department. Each jurisdiction may also appoint an alternate member. Chapter 4.35.035 also requires the Committee members to be residents of Clark County, employees of the appointing agency with direct knowledge of the 9-1-1 operations, emergency communications, or public safety administration and have the authority to provide input on operational and policy decisions and not be an elected official.
Staff recommend the appointments of Clark County Fire Chief Billy Samuels, Deputy Fire Chief for the Office of Emergency Management Brian O'Neal, Chris Wardlaw, Clark County Budget Manager and as an alternate Imad Bachir, Clark County Fire Manager of Business Technology.
