Conduct a public hearing to approve, adopt, and authorize the Chair to sign an ordinance to amend Chapter 16.06 of the Clark County Code by incorporating various provisions relating to the temporary closure of public streets or rights-of-way relating to roadway special events; to amend Title 16 of the Clark County Code by adding provisions relating to lane closures relating to right-of-way permits and traffic control plans; to amend Section 30.06.11G of the Clark County Code by adding provisions relating to lane closures relating to right-of-way permits and traffic control plans; to amend the Title 30 Fee Schedule by updating various fee amounts relating to Title 30 applications, updating various fees amounts, related administrative fees relating to right-of-way permits, adding additional fees relating to right-of-way permits, and adding an annual fee adjustment provision; to amend the Off-Site Improvement Bond Estimate Tabulation form by updating various fee amounts; provide for other matters properly relating thereto; or take other action as appropriate. BACKGROUND:
On August 28, 2025, the Clark County Department of Public Works (CCPW) sent its proposed amendments to various chambers of commerce, trade associations, developers, contractors, and entities totaling over 600 notifications. The notification and proposed ordinance were also available on the CCPW website. On December 10, 2025, CCPW held a workshop to respond to comments or concerns regarding the proposed ordinance. In response and based on feedback from industry stakeholders both at the workshop and written, CCPW modified the original proposed lane occupancy fee and modified inspection fees listed on the Off-Site Improvement Bond Estimate Tabulation Form.
The Business Impact Statement for this ordinance was approved by the Board of County Commissioners (BCC) at their September 15, 2026 meeting. The proposed ordinance was introduced at the BCC meeting on September 15, 2026, and a public hearing was set for October 6, 2026, at 10:00 a.m. Staff recommends approval and adoption of the ordinance.
