BACKGROUND: 

On February 15, 2000, Clark County entered into an amended and restated interlocal agreement between the Clark County School District and the Cities of Boulder City, Henderson, Las Vegas, and North Las Vegas to form a regional planning coalition known as the Southern Nevada Regional Planning Coalition (SNRPC) pursuant to NRS 277, NRS 278, and a special act of the Legislature. At its July 22, 2025 meeting, the SNRPC Coalition Board reviewed a new cooperative agreement to establish the Southern Nevada Council of Governments.  The agreement repeals, terminates, and supersedes the amended and restated interlocal agreement for the SNRPC entered into in 2000; identifies the powers that may be exercised which includes the powers of a regional planning coalition pursuant to NRS 278; provides a population based formula for its membership; includes provisions relating to its governing board, officers, staff, and committees; outlines its budget authority; includes powers, duties, and administrative functions; and other matters properly related thereto. The cooperative agreement will be effective upon approval by the governing bodies of the entities party to the agreement.
