BACKGROUND:
In May of 2016, an assessment of the existing tertiary treatment facilities at the East Campus of the Flamingo Water Resource Center (FWRC) was conducted under Project 739, “FWRC East Campus Condition Assessment and Operation/Decommissioning Plan”. The assessment identified several chemical storage facilities that had reached the end of their useful life with critical structural components degraded beyond repair. Among the facilities identified for demolition were chemical storage facilities that currently provide various chemicals to facilities which will remain in service: Membranes Facility, Ozone Facility, and the Reuse Water Pump Station.
Project 19003 will construct a new chemical storage and feed facility that will store and feed Sodium Hypochlorite (SHC), Liquid Alum (LA), Citric Acid (CTA), Sodium Bisulfite (SBS), and Caustic Soda (CS) to the Membranes Facility, Ozone Facility, and feed SHC to the East Campus Reuse Water Pump Station. This project will also: demolish three (3) chemical feed facilities, a load center, and motor control center; provide improvements to the Acid Waste Basin and Pump Station; reroute the SHC injection line at the Membrane Equipment Pad; replace the existing reuse water feed with different source water for cooling at the Ozone Equipment Pad; construct two (2) shade structures at two (2) chemical injection sites; and install a 4-inch diameter potable water line to the Solids Dewatering Building.
Project 19003 will improve operation at the Membrane Equipment and Ozone Generation Pads that supply chemicals to the Membranes Facility, Ozone Facility, and the Reuse Water Pump Station, and will enhance the performance of the tertiary treatment process, reduce waste, enhance operator safety, and provide highly treated tertiary effluent.
A request for bids was published on January 26, 2021 in the Las Vegas Review-Journal and was posted on the District's website. Bids were received and publicly opened on March 25, 2021 at 2:00pm. Two (2) bids were received:
