BACKGROUND: 

As part of Clark County’s (County) commitment to sustainability and supporting the adoption of electric vehicles, EV charging stations have been installed at various County-owned locations.  Currently, these stations are available to the public at no cost. However, with increasing usage, the operational and maintenance expenses have risen, and there is a need to introduce a fee to offset these costs and ensure continued availability of this service.

Proposed Fee Structure:
The following fee structure is recommended for approval:
1.
                     Charging Fee Rate: $0.14 per kWh
2.
                     Minimum Fee: $1/hour for first 2 hours and 15 minutes
3.
                     Additional Fees: $6/hour after 2 hours 15 minutes to encourage efficient use of the stations

Fee Justification:
                     Operational and Maintenance Costs: The proposed fee will help Clark County cover the costs associated with electricity, routine maintenance, repairs, and management of the EV charging stations.
                     Encouraging Responsible Usage: Implementing a fee discourages prolonged usage and improves turnover, ensuring that more EV drivers have access to charging facilities when needed.

Impact on Stakeholders:

                     EV Drivers: EV owners will have continued access to convenient and reliable charging facilities within Clark County.
2.
                     County Budget: The fee will reduce the financial burden on Clark County’s general budget and reallocate resources to further support sustainable initiatives.
