BACKGROUND:
Clark County Social Service requests that the Board of County Commissioners (Board) approve and authorize the Chair to sign the Interlocal Agreement for Shared Funding for the Homeless Management Information System (HMIS)-by and between Clark County and the cities of Boulder City, Henderson, Las Vegas, and North Las Vegas (the Cities)-effective July 1, 2024 through June 30, 2025.
The agreement is a result of the Homeless Intervention Proposal introduced by the Southern Nevada Regional Planning Coalition to address the needs of homeless persons in the area. The Board has previously approved similar homeless-related interlocal agreements each fiscal year since 2004. The agreement requires Clark County and the Cities to share funding based on a population formula to pay for the HMIS, which operates as a client data system of homeless persons and services they have received. Since it was established several years ago, the collaboration has been very successful and is being used nationally as an example of a best practice.
The agreement is for the fiscal year July 1, 2024 through June 30, 2025, and specifies the funding requirements for the participating municipalities. The total joint regional commitment for the HMIS remains the same from the previous fiscal year. Each city is also in the process of approving the agreement with their councils. Staff recommends approval of the agreement.
