BACKGROUND:
Bid No. 607615-25, for Streetlight LED Upgrade Phase 4 and Wire Theft Replacement Phase 2 was advertised on October 1, 2025 and opened on October 22, 2025. The Bid amounts are as follows:

*Lime Lighter LED LLC dba Twilight Designs (NBE) requested the opportunity to withdraw in lieu of being formally rejected because it would not allow them to apply a "No Bid" option to the Lot 1 response line items therefore, they entered $0.01 for all non-predetermined line items and included an explanation as such with their intentions to not bid on Lot 1 in the Notes section in NGEM.
This Contract is for the replacement of streetlight wire with aluminum wire and streetlight fixtures with LED fixtures where needed as identified on the plans, pullbox covers, damaged streetlight conduit, streetlight poles, streetlight pole foundations, and missing handhole covers. Project also includes installation of streetlight pole adapter plates, fuses, fuse holders, and streetlight shields.
The following are the pertinent provisions of the Contract:
• The Contractor shall complete the entire work within 90 calendar days for Lot 1 and 120 Calendar days for Lot 2 from the date specified in the Notice to Proceed.
• Includes the standard termination for cause within 7 business days and termination for convenience language as in all public works efforts of this type.
The recommendation of award is in accordance with NRS 338.1385.5, a public body or its authorized representative shall award a contract to the lowest responsive and responsible bidder.
LLO Inc. dba Acme Electric and Mc4 Construction currently hold a Clark County Business License.
