BACKGROUND:

Clark County Social Services (CCSS) requests that the Board of County Commissioners ratify the recommendation of the Local Law Enforcement Advisory Committee (LLEAC) for the City of North Las Vegas to serve as the fiscal agent and lead applicant for the FY26 submission of the single grant application to the U.S. Department of Justice (DOJ), Office of Justice Programs, Bureau of Justice Assistance (BJA) funding under the BJA FY26 Edward Byrne Memorial Justice Assistance Grant (JAG) Program on behalf of the disparate jurisdictions of Clark County and the cities of Las Vegas, North Las Vegas, and Henderson.  These funds are intended to support local criminal justice initiatives that directly support law enforcement, combat violent crime, protect American children, provide services to American crime victims, and address public safety challenges, including human trafficking and the opioid crisis.

On August 25, 2026, BJA issued the Notice of Funding Opportunity and JAG allocations.  Clark County has a "zero-count disparity" as one or more municipalities within Clark County are eligible for a direct award, but the county is not, yet the county is responsible for providing criminal justice services. In this case, the County is entitled to part of the award because it shares in the cost of criminal justice operations, although it may not report crime data to the FBI.  The following funding distribution has been recommended by LLEAC as part of the JAG application:  Henderson $86,247; North Las Vegas $111,008; City of Las Vegas $287,910; Clark County $431,863; City of North Las Vegas serving as the fiscal agent responsible for all applications, reporting, monitoring and related administrative tasks $101,891.

This is a ratification due to the application submission deadline of October 16, 2026.
