BACKGROUND:
On September 9, 2021, the Regional Transportation Commission of Southern Nevada (RTC) and Clark County, City of Las Vegas, City of North Las Vegas, City of Henderson, City of Boulder City, and City of Mesquite (collectively "Entities") entered into Interlocal Contract No. 1321 for the RTC - Traffic Signal Maintenance On-Call Service project (Clark County Public Works No. PW.R262EFT) to repair, replace and maintain traffic signal detection at various locations throughout Clark County. The Board of County Commissioners approved this contract on October 5, 2021.
Currently, RTC's Freeway and Arterial System of Transportation (FAST) department is in contract with Las Vegas Electric (LVE), authorizing LVE to respond to emergency calls. Interlocal Contract No. 1321 identified RTC as the lead agency and responsible party for all costs associated with the subject project and approved Contract 19-047 entered between LVE and FAST of RTC that authorized LVE to make temporary and/or permanent repairs for the Entities. Supplemental No. 1 increased total funds and extended the contract term, and Supplemental No. 2 reallocated funds to construction, rather than engineering. Supplemental No. 3 provided additional funds for contractor services.
Supplemental No. 4 to Interlocal Contract No. 1321 will decrease funds due to project scope changes.
RTC approved the fourth supplemental contract at its meeting on December 14, 2023. Each of the Entities is scheduled to approve the fourth supplemental contract at their respective Board/Council meetings. The District Attorney's Office has reviewed and approved the fourth supplemental contract as to form.
