The initial Contract amount was $1,914,504, Amendment No. 1 increased the Contract amount by $79,300, Amendment No. 2 increased the Contract amount by $20,000, Amendment No. 3 increased the Contract amount by $58,000, Amendment No. 4 increased the Contract amount by $50,000, Amendment No. 5 increased the Contract amount by $60,000, Amendment No. 6 increased the Contract amount by $134,000, Amendment No. 7 increased the Contract amount by $28,000, Amendment No. 8 increased the Contract amount by $2,949,096.56, Amendment No. 9 increased the Contract amount by $10,200, Amendment No. 10 decreased the Contract amount by $146,165, Amendment No. 11 increased the Contract amount by $310,793.40, Amendment No. 12 increased the Contract amount by $17,540, Amendment No. 13 increased the Contract amount by $12,989, Amendment No. 14 increased the Contract amount by $13,900, Amendment No. 15 will increase the Contract by $31,363 for a new total Contract amount of $5,543,520.96.

 

BACKGROUND: 

On August 3, 2004, the Board of County Commissioners (Board) approved the award of CBE No. 5512-04 to Syscon Justice System Ltd (LBE) in the amount of $1,914,504 to provide an Integrated Inmate Management System for operation of the Clark County Detention Center. On May 5, 2019 the Department of Administrative Services approved an Assignment of Contract from Syscon Justice System to N. Harris Computer Corporation.

The following are the pertinent provisions of the Contract:
                     The term of the Contract was from date of award through March 31, 2016 and included the option to                      renew for as long as the department uses the software.
                     Included the County’s option to terminate for cause, convenience or default and suspend the Contract                      with advanced written notice.

Amendment No. 1 provided the purchase of additional software system (xTag).

Amendment No. 2 provided additional support services for the iTag interface.

Amendment No. 3 provided additional support services for interface with Clark County Integrated Justice Information System.

Amendment No. 4 provided additional support services to develop interface design documents.

Amendment No. 5 provided additional support services to incorporate change requests into the system.

Amendment No. 6 provided core application changes to support the justice communities' requirements.

Amendment No. 7 provided additional core application changes to support the justice communities' requirements.

Amendment No. 8 provided an upgrade of the TAG system to the ELITE 11g product, and include system installation, integration, and additional services to configure the system to meet many of the current needs of the Detention Center.

Amendment No. 9 provided inclusion of Change Request #14-0062.

Amendment No. 10 provided the approval of Change Request # 16-0259 for the implementation of additional software modification, extension of the UAT period, extension of Warranty, allocation of funding for additional site visits and elimination of County's UAT extension of 3 months.

Amendment No. 11 provided additional customization to ELITE 11g and modifications to current third-party interfaces. Additionally, Contractor developed, tested and delivered a new one-way interface to facilitate the transaction between the Renovo Software Inc. Video Visitation System & Elite and provided a licensed copy of its Integrated Word Processing software module.

Amendment No. 12 provided for an increase to the length of the PCN and PCN number.

Amendment No. 13 provided additional characters in the LVSINS interface.  The attached Amendment No. 13 document details the modifications and costs involved.

Amendment No. 14 updated the system to allow for processing multiple court hearings per case.

Approval of Amendment No. 15 will provide an upgrade to the Elite Jail Management System (JMS) and the jail data entry application. It will also provide a new functionality to store Detainers data. The attached Amendment No. 15 document details the modifications and costs involved.
