BACKGROUND:
The Board of County Commissioners adopted the “Clark County PM10 Redesignation Request and Maintenance Plan” (maintenance plan) for the 1987 PM10 National Ambient Air Quality Standard (NAAQS) on August 21, 2012. On October 9, 2014, the U.S. Environmental Protection Agency (EPA) found Clark County had attained the standard, issued final approval of the 2012 maintenance plan, and redesignated the area to attainment for the 1987 PM10 NAAQS with an effective date of November 5, 2014 (79 FR 60078).
Under Section 175A of the Clean Air Act, Clark County is required to submit a plan demonstrating attainment of the 1987 PM10 NAAQS for a second 10-year period following the expiration of the initial maintenance period. The attached plan serves as the second 10-year maintenance plan for the Las Vegas Valley 1987 PM10 maintenance area, demonstrating how the area will remain in attainment of the standard through 2035.
The proposed plan was made available for public comment from May 21 through June 20, 2025. Staff recommends a public hearing on August 5, 2025, which will give the public another opportunity to provide comments.
