Laughlin Lift Station No. 2 Force Main Rehabilitation

BACKGROUND: 

Project No. 20102, Laughlin Lift Station No. 2 Force Main rehabilitation will install dual 16-inch diameter force mains totaling approximately 22,600 linear feet of pipe, a new flow meter vault, a new surge tank, 500 linear feet of 60-inch diameter steel casing with dual 16-inch diameter carrier pipes, and new 60-inch, 72-inch and 84-inch diameter manholes; rehabilitate approximately 4,800 linear feet of 21-inch diameter gravity sewer by cured-in-place pipe; remove and install a new diversion structure and bypass screening structure; and remove approximately 11,300 linear feet of existing force main. This project also includes facility additions and upgrades to the fire suppression system at the Laughlin Water Resource Center's Administration Building.

A request for bids was published on October 21, 2025, in the Las Vegas Review Journal, and posted to the District's website and the Nevada Government Marketplace (NGEM). Bids were received and publicly opened on December 11, 2025, at 2:00 PM. Five (5) bids were received:

In accordance with NRS 338.1385(5), if the governing body or its authorized representative has advertised for or requested bids in letting a contract, the governing body or its authorized representative must award the contract to the lowest responsive and responsible bidder.

Staff recommends the Board approve the selection of and authorize the General Manager to sign a contract with Harber Company, Inc. dba Mountain Cascade of Nevada as the lowest responsive and responsible bidder. Harber Company, Inc. dba Mountain Cascade of Nevada holds a Clark County business license.
