BACKGROUND:

Clark County Social Services (CCSS) requests that the Board of County Commissioners (BCC) ratify and authorize the submission of the Clark County Transitional Housing grant application to the U.S. Department of Housing and Urban Development (HUD) in the amount of $1,029,135 for the period July 1, 2027, through November 30, 2028, to provide transitional housing and supportive services to individuals experiencing homelessness; authorize the County Manager, or his designee, to sign all related documents, accept any funds awarded, and authorize the establishment of one (1) limited-perm Family Services Specialist (C28); one (1) limited-perm Senior Eligibility Worker (C25); one (1) limited-perm Family Services Technician (C25); one (1) Family Services Supervisor (C30); and two (2) part-time Hourly Management Assistants, or equivalent positions, contingent on grant award from HUD for the period the grant funds are available.

Clark County Transitional Housing (CCTH) is a new project that was submitted in response to the 2026 Notice of Funding Availability for the Southern Nevada Homelessness Continuum of Care (CoC) that was re-released on  September 18, 2026, with a due date of September 30, 2026.  On September 23, 2026, the CoC Board approved the priority listing which included this project in tier 2.  Due to the shortened timeframe of this solicitation, CCSS requests ratification of the submission.

CCTH will provide transitional housing and supportive services to 20 households experiencing homelessness at any given time, with the goal of transitioning the household to permanent housing either as part of a housing program, a subsidized housing program, or to self-sufficiency within 90 days of placement.  Stable housing placement is provided in coordination with wraparound case management and supportive services to increase client success and movement toward self-sufficiency.

CCSS is applying for $1,029,135 for an initial seventeen (17) months of services with a project term of July 1, 2027, through November 30, 2028.  Renewals for the project will be on an annual basis with the first renewal period of December 1, 2028 - November 30, 2029.  This funding source requires 25% matching resources for operational, supportive services, and administrative costs which equates to $190,774 for a total project cost of $1,219,909.
