BACKGROUND:
Clark County received $735,457 in FY 2024/2025 Emergency Solutions Grant (ESG) funds. Local nonprofit agencies applied for funding and provided project scopes, budgets, and information concerning their nonprofit status and agency management. The Community Development Advisory Committee (CDAC) and Southern Nevada Continuum of Care Programs Committee reviewed all applications and recommended funding for projects that would most closely support Southern Nevada's initiative to end homelessness.
On March 19, 2024, the Board of County Commissioners approved the recommended funding allocations including $70,770 in FY 2024/2025 ESG funds to Lutheran Social Services of Nevada (LSSN).
In January 2026, LSSN advised the Clark County Community Housing Office (CHO) of their inability to execute the program and spend their 2024-2025 ESG award. Per HUD guidelines the remaining funds must be reallocated to other community partners offering the same services, homelessness prevention. For the 2024-2025 ESG application cycle there are four other community partners providing homelessness prevention services who are eligible and able to spend additional funds. Staff recommends the funding be reallocated to those partners in the following manner: $3,815 to The Salvation Army's Homeless Prevention program; $66,955 to Family Promise of Las Vegas' Homeless Prevention program; $25,223 to St. Jude's Ranch for Children's SJRC Homeless Prevention program; and $16,509 to Vegas Stronger's Housing Stability project. These awards are also to be extended through 12/15/2026.
