BACKGROUND: 

Clark County receives Community Development Block Grant (CDBG), the HOME Investment Partnerships Program (HOME), and the Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD) as an entitlement recipient. According to 24 CFR 570.601, each entitlement recipient must actively promote fair housing and provide HUD with a certificate of assurance. This certificate must show that the recipient administers entitlement funds to encourage fair housing activities and through an analysis of impediments to fair housing choice, demonstrate that the community does not intentionally hinder a person's right to fair housing choice.

On December 3, 2024, the Board of County Commissioners approved and authorized an Interlocal Agreement between Clark County and the Cities of Las Vegas, North Las Vegas, and Henderson to share the cost for the consultant (TDA Consulting) providing services for the Regional Fair Housing and Equity Assessment (RFHEA).

With the assistance of the consultant Southern Nevada's RFHEA has been completed. Under the entitlement grants CDBG, HOME, and ESG, Clark County must ensure a genuinely free housing market undistorted by discrimination. The RFHEA provides a regional analysis of the housing market and the factors that influence housing choices. This assessment will be submitted to HUD along with the FY 2025-2029 HUD Consolidated Plan and the FY 2025 Action Plan.
