BACKGROUND:
On December 21, 2021, the Board approved a pre-qualified list of firms that were selected by an electronic Statement of Qualifications (eSOQ) process for the provision of Professional Services within the category of “Services - Engineering Civil”. VTN Nevada was selected from this list to provide engineering services for Project No. 20003, Centrate and Acid Waste Pipelines.
The purpose of this project is to provide additional pipelines to transfer centrate and acid waste from the Flamingo Water Resource Center (FWRC) East Campus to the FWRC West Campus to be treated. This project will construct new centrate pipelines from the existing Centrate Transfer Pump Station at the East Campus to the future centrate vault on the West Campus. Construction of associated pump and piping improvements to the Centrate Transfer Pump Station will also be included. The centrate vault will be constructed during Project No. 19011, FWRC DAFT 5.
Staff recommends that the Board approve and authorize the General Manager to sign an Agreement for Engineering Services with VTN Nevada to provide design, bid, and engineering services during construction of this project. VTN Nevada currently holds a Clark County business license.
Pursuant to Nevada Revised Statue 332.115(1)(b), contracts for professional services are not adapted to award by competitive bidding, and therefore, are exempt from the bidding requirements.
