BACKGROUND: 

On January 26, 2021, Clark County Public Works solicited firms to submit qualifications through the Request for Qualification (RFQ) process for construction engineering and survey services for the project for Laughlin - Bullhead City Bridge between Needles Highway in Laughlin, Nevada to State Route 95 in Bullhead City, Arizona (Bid No. 605758-20).  WSP USA, Inc. (Corporation) was selected based on the evaluation of the submittals received in response to the RFQ.

Due to County Public Works’ present and anticipated project workload, the services of an outside consultant for project management are needed.  County staff negotiated the attached professional services contract with WSP USA, Inc.  The contract describes the services to be provided and stipulated terms.  The time of performance is effective to December 31, 2023, unless time extensions are granted.

WSP USA, Inc. currently holds a Clark County Business License.

Pursuant to Nevada Revised Statute 332.115(1)(b), contracts for professional services are not adapted to award by competitive bidding and, therefore, are exempt from the bidding requirements.

The District Attorney’s Office has reviewed and approved the contract as to form.
