BACKGROUND:
Clark County Social Services received $707,993 in FY 2023/2024 Emergency Solutions Grant (ESG) funds. Local nonprofit agencies applied for funding detailing proposed projects, budgets, and information concerning their nonprofit status and agency management. The Community Development Advisory Committee (CDAC) and Southern Nevada Continuum of Care Evaluation Work Group reviewed all applications. This group recommended projects that would most closely support our community's initiative to end homelessness and made allocation recommendations accordingly.
On March 21, 2023, the Board of County Commissioners approved the recommended allocation of ESG funds, of which $424,795 was designated for Emergency Shelter, $218,098 was designated for Rapid Rehousing, $12,000 was designated for HMIS, and $53,100 was designated for County administration. A Resolution to Grant Clark County Emergency Solutions Grant Funds to St. Jude's Ranch for Children for Homeless Youth Families Program was entered into, effective July 1, 2023.
On January 21, 2025, the Board of County Commissioners approved the extension of the contract agreement end dates for Lutheran Social Services of Nevada and St. Jude's Ranch for Children through June 30,2025.
In June 2025, Lutheran Social Services of Nevada advised Community Housing Office (CHO) staff of their inability to spend the remaining balance of their award. Per HUD guidelines the remaining funds must be reallocated to other community partners offering the same services, rapid rehousing. For this application cycle there were two other community partners providing rapid rehousing services, The Salvation Army and St. Jude's Ranch for Children. The Salvation Army declined additional funding at this time. Per the CDAC directive for additional or returned awards, CHO is only authorized to increase the award to St. Jude's Ranch for Children by $8,000. Therefore, CHO is requesting approval to ratify the reallocation of the remaining balance to St. Jude's Ranch for Children: Homeless Youth Families program ($48,388.22, bringing the award to $125,968.22). This award is also to be extended through August 15, 2025.
