BACKGROUND: 

In 1987, the State of Nevada passed NRS 455.080 through 455.108, the Nevada's Call Before You Dig (CBYD) Law. Clark County is a member of the CBYD program for its subsurface facilities including streetlight conduits and pull boxes, traffic signal conduits and pull boxes, ITS fiber conduits and storm drain facilities.

County staff negotiated the attached professional services contract with One Call Locators Ltd. dba ELM Utility Services for marking and locating subsurface facilities. The contract describes the services to be provided and stipulated terms. The time of performance is effective until December 31, 2024, unless renewed or time extensions are granted.

ELM Utility Services currently holds a Clark County Business License.

The District Attorney’s Office has reviewed and approved the contract as to form.
