BACKGROUND:
Clark County Social Service requests that the Board of County Commissioners (Board) accept the renewal award from HUD for the Rural Nevada CoC HMIS Project and authorize the Assistant Director of Social Service or their designee to accept any grant funds awarded, including the cash match. This is a 12-month project with an opportunity to apply for an annual renewal as part of the CoC consolidated application.
On November 17, 2015, the Board approved submission of the grant application to HUD for the Rural Nevada CoC HMIS Project for $78,341. Notice from HUD that the 2015 application was selected for award was announced on March 8, 2016. On July 29, 2016, HUD executed the initial grant agreement for this project. Annually since 2016, Clark County has applied and been awarded the annual renewal for this project, which begins on July 1st of each year. Due to COVID-19, HUD was given congressional approval to provide renewal grants without hosting a 2020 CoC competition. These renewal grant awards were published on January 29, 2021. This grant is for the 5th renewal, with an anticipated start date of July 1, 2021.
As the HUD-designated statewide HMIS Lead, Clark County Department of Social Service has been designated to receive the renewal grant to continue this project on behalf of the Rural Nevada CoC. This renewal grant will continue to provide software licensing and administration to this CoC. Clark County Department of Social Service allocates the funds to Bitfocus, the HMIS Administrator, to implement these activities. The HMIS used by Rural Nevada is also used locally and by the Rural Nevada/Balance of State CoC.
The Nevada Housing Division will provide ESG funds for match of $19,585 for this project.
