BACKGROUND:
On February 12, 2026, Request for Qualification (RFQ) No. 607878-26 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Proposals were requested for Temporary Staffing Services for Election Department.
Proposals were received from the following firms: See attached detailed Submittal Summary.
An Ad-Hoc Committee comprised of 3 individuals from Election Department reviewed and evaluated the submittals. After the evaluation, the Ad-Hoc Committee ranked the firms in the order listed in the attached Submittal Summary.
The Ad-Hoc Committee recommended the selection of Manpower Inc. of Southern Nevada DBA Manpower Temporary Services, Marathon Staffing Group, Inc., AppleOne, Inc. DBA AppleOne Employment Services, Faith Conquers All, Inc. DBA PrideStaff, Taurean Consulting Group, Inc., My Next Career Path Staffing, LLC DBA MNCP Staffing, Express Services, Inc. DBA Express Employment Professionals, Tryfacta, Inc., 22nd Century Technologies, Inc., TAD PGS, Inc.
The recommended award is based on the average regular-time hourly rates proposed by the top ten highest-ranked firms resulting from the Ad-Hoc Committee evaluation process.
This Contract is for temporary staffing services for Election Department.
The following are the pertinent provisions of the Contract: • The term of the Contract is from date of award through December 31, 2028 and includes a 3-month extension. • Includes the County’s option to terminate for cause, convenience or default and suspend the Contract with advanced written notice.
The recommendation of award is in accordance with NRS 332.115.1, a discretionary award process is permissible because the County requires the services of some or all qualified providers of these services and, therefore, the contract is not, by its nature, adaptable to competitive bidding. Pursuant to internal policies and procedures, Clark County solicited these services through RFQ process.
All recommended firms are in compliance with Clark County Business License requirements.
