BACKGROUND: 

NRS 253.150 gives the Clark County Board of County Commissioners (County Commission) the power to appoint a Public Guardian or designate an elected or appointed county officer as ex officio Public Guardian. On February 7, 2017, the County Commission appointed Karen Kelly as Public Guardian for a four-year term ending February 7, 2021. At this time, the County Commission is requested to reappoint Ms. Kelly as Public Guardian for a four-year term from February 7, 2021 and ending February 7, 2025.

NRS 253.150 requires the County Commission to fix compensation of the Public Guardian whether appointed or designated. Staff recommends that Ms. Kelly report to the County Manager and/or designee pursuant to Clark County Code Chapter 2.40. Staff also recommends that Ms. Kelly maintain her current level of compensation and be entitled to all benefits outlined in the Executive and Management Benefits Plan.

Staff recommends that the County Commission set a bond amount of $10,000.
