BACKGROUND: 

The District provides wastewater collection and treatment for unincorporated Clark County through the operation and maintenance of six (6) wastewater treatment facilities, including the Flamingo Water Resource Center and facilities located in Moapa Valley, Indian Springs, Blue Diamond, Searchlight and Laughlin. To maintain its collection and treatment infrastructure and ensure a continuity of operations, the District continually advances capital improvement projects countywide, which include new construction and the rehabilitation of pipelines, lift stations, and manholes. 

The District recently applied for, and received, federal and state funding for its various projects.  Federally funded programs, such as grant and state revolving loan funds, require federally cross-cutting reviews and studies to be completed prior to the final award of the grant. This involves conducting environmental, cultural resource, and other specialized reviews by subject matter experts to meet federal standards. Ongoing project reviews are also common. The District currently has two federally awarded EPA grants, which it plans to leverage, along with revolving loans and federal grants, for funding projects in the next five years. A service agreement for cultural resource management and environmental services will help ensure continued compliance and will yield time and cost savings for each project.

A Request for Proposal (RFP) No. 240020, Cultural Resource Management and Environmental Services related to NEPA Compliance and Federal Cross Cutters was advertised on October 27, 2023 in the Las Vegas Review Journal and posted on the District website. On November 30, 2023, two (2) firms responded with proposals to provide these services - Broadbent and Associates, Inc. and NOVA Geotechnical and Inspection Services, LLC dba Universal Engineering Sciences (UES). A selection committee comprised of individuals from the District and the Southern Nevada Water Authority reviewed and evaluated the written proposals. UES ranked the highest based on the final scores. A summary of the evaluation criteria and final scoring is attached.

Staff recommends the selection of UES and requests Board approval to negotiate a contract. If negotiations produce a satisfactory contract, the contract will be presented to the Board for approval. In the event a contract cannot be successfully negotiated, staff requests the authorization to negotiate with the next ranked firm.

In accordance with NRS 332.115(1)(b), the competitive bidding process is not required as the services to be performed are professional in nature, but pursuant to internal procedures, the District solicited these services through a competitive request for proposal process.  UES currently holds a Clark County business license.
