BACKGROUND: 

The proposed amendments to the Clark County Code will: (1) remove “Farmers’ Markets” and “Holiday Events” from the definition of “Special Event”; (2) exempt events held by a Nevada common-interest community pursuant to a use and maintenance agreement for a County park, if the terms of which allow the common-interest community to hold community-based events at the park at no cost, from the requirements of Clark County Code Chapter 2.70; and (3) eliminate the requirement that event organizes pay a special event fee in addition to all other fees.

This amendment is intended to capture large-scale events and to include events that affect public rights‑of‑way, while preventing duplicative special event fees in coordination with the Department of Business License.

The proposed ordinance was introduced at the Board of County Commissioners’ meeting on June 16, 2026, and a public hearing was set for July 7, 2026, at 10:00 a.m.

Please note, the ordinance as introduced requires an amendment to Section Two, which amends Section 2.70.070 of the Clark County Code. The amendment in Section Two will replace the originally proposed language in subsection 2.70.070(C) with the following:

“Events held by a Nevada common-interest community pursuant to a use and maintenance agreement for a County park, the terms of which allow the common-interest community to hold community-based events at the park at no cost.”

Staff recommends approval of the ordinance, as amended, to amend Title 2, Chapter 2.70 of the Clark County Code.
