BACKGROUND:
On March 8, 2023, Request for Qualifications (RFQ) No. 606513-23 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Submittals were requested for ERP Professional Services.
Submittals were received from the following firms: American Unit Inc.(SBE), Aspire HR, LLC (LBE), Ataway US, Inc (LBE), Effervescent Consulting, LLC (WBE), Enterprise Outcomes, Inc. (NBE), EPI-USE (LBE), Gartner Inc. (LBE), Karma Consulting Inc. (LBE), Kyndryl (LBE), Inveniolsi (LBE), Larnell Alan Enterprises, LLC (MBE), Link Tech, LLC, dba Link Technologies (MBE), Phoenix Business Inc. dba Phoenix Business Consulting (MBE), Rimini Street (NBE), Sage Group Technologies, Inc. (MBE), and Sunshine Enterprise USA LLC (MBE). The submittal received from Righit (MBE) was not evaluated because they had proprietary and confidential information in their submittal.
An Ad-Hoc Committee comprised of 8 individuals from Finance and Enterprise Resource Planning reviewed and evaluated the submittals. After the evaluation, the Ad-Hoc Committee ranked the firms in the following order: Phoenix Business Inc. dba Phoenix Business Consulting, EPI-USE, Sage Group Technologies Inc, Link Tech dba Link Technologies, LLC, Inveniolsi, Kyndryl, Larnell Alan Enterprises, LLC, Aspire HR, LLC, Effervescent Consulting LLC, Karma Consulting Inc, Enterprise Outcomes, Inc., Gartner Inc, Ataway US, Inc., Rimini Street, American Unit Inc, and Sunshine Enterprise USA LLC.
Subsequent to the evaluation of the written proposals, the Ad-Hoc Committee agreed Phoenix Business Inc. dba Phoenix Business Consulting, Sage Group Technologies Inc, Link Tech dba Link Technologies, LLC, Inveniolsi, Larnell Alan Enterprises, LLC, Aspire HR, LLC, Effervescent Consulting LLC, Karma Consulting Inc, Enterprise Outcomes, Inc., Ataway US, Inc., and Rimini Street, Inc. were qualified firms selected for this project.
Inveniolsi, Phoenix Business Inc. dba Phoenix Business Consulting, and Sage Group Technologies, Inc. were selected, but were not able to get business licenses in time for inclusion in this agenda item. The contracts will be brought before the Board at a later date.
Contracts were not able to be negotiated with EPI-USE, Gartner Inc., and Kyndryl.
The selected firms will provide ERP Tier 1 professional services.
The following are the pertinent provisions of the Contract:
• The term of the Contract is from date of award through June 30, 2024 and includes the option to renew for 4, one-year periods and includes a 3-month extension.
• Includes the County’s option to terminate for cause, convenience or default and suspend the Contract with advanced written notice.
The recommendation of award is in accordance with NRS 332.115.1(b), the competitive bidding process is not required as the services to be performed are professional in nature. Pursuant to internal policies and procedures, Clark County solicited these services through the RFP process.
Aspire HR, LLC, Ataway US, Inc., Effervescent Consulting, LLC, Enterprise Outcomes, Inc., Karma Consulting Inc., Larnell Alan Enterprises, LLC, Link Technologies, and Rimini Street, Inc. currently hold a Clark County Business License.
