BACKGROUND:

On December 2, 2025, the Board approved a pre-qualified list of firms that were selected by a Statement of Qualifications process to provide professional services within the category of “Works - Wastewater Treatment”. Jacobs Engineering Group, Inc. was selected from this list to provide engineering services for Project No. 24001 FWRC Dual Media Filters Valves and Media Replacement.

The Flamingo Water Resource Center’s Building 1 Tertiary Treatment Media Bed Gravity Filters have been in service since 2003. The aging of this infrastructure has resulted in valve seating issues, failing actuators, and the need to replace media in all 16 filter beds.

Staff recommends that the Board authorize the General Manager to sign an Agreement for Engineering Services with Jacobs Engineering Group, Inc. to provide design and engineering services during construction of this project. Jacobs Engineering Group, Inc. currently holds a Clark County business license.

Pursuant to Nevada Revised Statue 332.115(1)(b), contracts for professional services are not adapted to award by competitive bidding, and therefore, are exempt from the bidding requirements.

This agenda item has been reviewed and approved by the District General Counsel.
