BACKGROUND: 

On October 17, 2023, the Board approved a pre-qualified list of firms that were selected by a Statement of Qualifications process to provide professional services for the category of "Services - Engineering Civil". VTN Nevada was selected from this list to provide engineering services for Project 23108, Indian Springs Sewer Replacement.

This project will include the planning and design of over one mile of sewer main to serve the Indian Springs Community. The first segment of pipeline begins on E. Boulder Lane and extends north to US95. The existing 15-inch diameter clay pipe is 50 to 60 years old and will be replaced with a 15-inch diameter PVC pipe. The second segment of pipeline begins on Harnedy Road and extends north 646 feet. The existing 8-inch diameter pipe will be replaced with new pipe of the same diameter. The third segment of pipeline is between Sky Road and Kwas Lane. The existing 4-inch diameter private sewer, constructed in 1977, will be replaced with an 8-inch diameter public sewer main. All existing service lateral connections will be reconnected to the new sewer mains. Upon completion, this project will provide environmental benefits by eliminating outdated sewer systems and provide proper access for future maintenance.

The Clark County Water Reclamation (District) and the Nevada State Department of Conservation & Natural Resources have entered into a Loan Contract CW2403 to fund the planning and design of this project. In accordance with Section 6 of the Loan Contract, 100% of the principal is forgiven.

Staff recommends that the Board authorize the General Manger to sign an Agreement for Engineering Services with VTN Nevada to provide engineering services for pre-design, detailed design, bid services, and engineering services during construction. VTN Nevada, a Nevada Business Enterprise, currently holds a Clark County business license.

Pursuant to Nevada Revised Statute 332.115(1)(b), contracts for professional services are not adapted to award by competitive bidding and, therefore, are exempt from the bidding requirements.
