BACKGROUND:
On May 7, 2024, the Board of County Commissioners (Board) approved the award of RFQ No. 606829-23 for Alternative Living Services to Eagle Quest (NBE) and Master Contract in the amount of $9,669,854.69 for Alternative Living Services for in-home specialized care, transportation and other services necessary for health, safety, and well-being on the youth who cannot live with their families.
Additional suppliers, St. Judes Ranch for Children (NBE) and Specialized Alternatives for Families and Youth of Nevada, Inc. (NBE) were later identified and qualified by Clark County Department of Juvenile Justice Services in accordance with the requirements of the RFQ and Purchasing and Contracts.
St. Judes Ranch for Children (NBE) was identified and qualified, but the amendment was not received in time for inclusion in this agenda item. Their amendment will be brought before the Board at a later date.
The following are the pertinent provisions of the Contract:
• The term of the Contract was from July 1, 2024 through June 30, 2025 and included the option to renew for four (4), one-year periods. There are three (3) renewal options remaining.
• Included the option to increase the award amount up to 5% for possible price increases for renewal terms.
• Included the County’s option to terminate for cause, convenience or default and suspend the Contract with advanced written notice.
Approval of Amendment No. 1 will provide for a separate fee schedule for Thrive Juvenile Sexual Offender Home Tiered Rate. The attached Amendment No. 1 document details the modifications and costs involved.
Eagle Quest currently holds a Clark County Vendor Registration and Specialized Alternatives for Families and Youth of Nevada, Inc currently holds a Clark County Business License.
