BACKGROUND: 

On September 14, 2023, Request for Proposal (RFP) No. 606705-23 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Proposals were requested for health care services for Clark County Detention Center and Juvenile facilities.

Proposals were received from the following firms: Advanced Correctional Healthcare, Inc. (LBE), CHS NV, LLC dba YesCare (LBE), Clinical Solutions, LLC (LBE), Correct Rx Pharmacy Services, Inc. (LBE), Diamond Drugs, Inc. dba Diamond Pharmacy Services (LBE), NaphCare Nevada, LLC (NBE), Pharmacorr, LLC dba Pharmacorr (LBE), VitalCore Health Strategies, LLC (LBE), Wellpath, LLC (LBE), and Wexford Health Sources, Inc (LBE).

An Ad-Hoc Committee comprised of 6 individuals from Clark County Detention Center, Department of Juvenile Justice Services, and the Department of Finance reviewed and evaluated the proposals. After the evaluation, the Ad-Hoc Committee ranked the firms in the following order by category:

Category Medical: NaphCare Nevada, LLC, Wexford Health Sources, Inc., Wellpath, LLC, CHS NV, LLC dba YesCare, VitalCore Health Strategies, LLC, and Advanced Correctional Healthcare, Inc.

Category Pharmacy: NaphCare Nevada, LLC, Wellpath, LLC, Wexford Health Sources, Inc., Correct Rx Pharmacy Services, Inc., Diamond Drugs, Inc. dba Diamond Pharmacy Services, Pharmacorr, LLC dba Pharmacorr, VitalCore Health Strategies, LLC, and Clinical Solutions, LLC.

Subsequent to the evaluation of the written proposals, 3 firms were selected for oral presentations. After the oral presentations, the Ad-Hoc Committee ranked these short-listed firms in the following order: NaphCare Nevada, LLC, Wexford Health Sources, Inc., and Wellpath, LLC.

The Ad-Hoc Committee recommends the selection of NaphCare Nevada, LLC for both Medical and Pharmacy categories.

The selected firm will provide medical services for inmates at the Clark County Detention Center and juvenile delinquents at Juvenile facilities.

If negotiations produce a satisfactory contract, the contract will be presented to the Board of County Commissioners for approval. Should negotiations fail to produce a contract with the selected firm, this approval allows staff to negotiate with the next highest ranked firm from the oral presentation short list.

In accordance with NRS 332.115.1 (b), the competitive bidding process is not required as the services to be performed are professional in nature. Pursuant to internal policies and procedures, Clark County solicited these services through the RFP process.

The selected firm will be required to have a valid Clark County Business License or Vendor Registration.
