BACKGROUND:
On December 27, 2024, the U.S. Environmental Protection Agency (EPA) promulgated a revised secondary annual sulfur dioxide (SO₂) National Ambient Air Quality Standard (NAAQS) (89 FR 105692). Pursuant to Section 107(d)(1) of the Clean Air Act, states are required to submit initial area designation recommendations to EPA following the adoption of a new or revised NAAQS. As the local air quality agency, Clark County Department of Environment and Sustainability, Division of Air Quality (DAQ), is responsible for submitting designation recommendations to the Nevada Division of Environmental Protection (NDEP), which compiles statewide recommendations for submittal to EPA.
This action will support Clark County’s statutory responsibilities under the Clean Air Act and help ensure accurate and timely reporting to both the state and federal government regarding local air quality conditions.
DAQ operates a comprehensive ambient air monitoring network across Clark County. Based on quality-assured data from 2022 to 2024, the three-year design value is 1 ppb (part per billion), which is below the revised annual standard of 10 ppb. Staff recommend a designation of "attainment" for Hydrographic Area 212, the Las Vegas Valley, and a designation of "attainment/unclassifiable" for the remaining portions of Clark County.
