BACKGROUND: 

To provide a comprehensive review of Outside Agency Grant (OAG) requests, Clark County Social Services initiates a grant application and internal review process each year. This year nonprofit agencies and local governments within the County completed an application for funding detailing information related to proposed projects, budgets, and information concerning their nonprofit status and agency management. Department heads representing Clark County Family Services, Clark County Juvenile Justice Services, and Clark County Social Services reviewed all applications. Each reviewer recommended projects that would most closely support their department's needs, in which the final list of recommended projects was previously approved by the Board during the 7/1/2025 BCC, agenda item #12 for a total of $1,500,000.

Thereafter, one of the grantees, International Church of Las Vegas, established a non-profit organization for their program, Dream Center Las Vegas. The grantee seeks to reallocate the funding to their newly established non-profit arm, Dream Center Las Vegas, which will carry out the exact same program and services that were originally approved for an award of $15,000 during the 7/1/2025 BCC.

Following the adoption of this change in allocation, County staff will then prepare the required grant resolution agreement per Nevada Revised Statutes 244.1505. The grant resolution will then follow the Fiscal Directive 6 protocol for approval in advance of the implementation of the approved project.

Approval of this grant will assist with the operation of the Dream Center Las Vegas food program.
