BACKGROUND:
On September 30, 2025, Request for Proposal (RFP) No. 607639-25 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Proposals were requested from general contractors for Clark County's Job Order Contracting program.
Proposals were received from ACCO Engineered Systems, Inc. dba ACCO Engineered Systems (NBE), Avenrus NV, Inc. (VET), CMMCM LLC dba Muller Construction (NBE), CORE West, Inc. dba CORE Construction (NBE), F. H. Paschen, S.N. Nielsen, Inc. (LBE), Korte Construction Company dba The Korte Company (NBE), Mark Scott Construction, Inc. (NBE), Monument Construction (NBE), SHF International, LLC (NBE), Shaw-Lundquist Associates, Inc. (NBE), SJD&B, Inc. (MBE), Sletten Construction of Nevada, Inc.(NBE), and Starke Enterprise, LLC dba Starke Contractors (WBE). The proposal received from Aventus NV, Inc. was not evaluated because they failed to meet the minimum required Nevada Contractors License requirements.
An Ad-Hoc Committee comprised of four (4) individuals from Clark County Real Property Management and Clark County Building Department reviewed and evaluated the proposals. After the evaluation, the Ad-Hoc Committee ranked the firms in the following order: CORE West, Inc. CORE Construction, Sletten Construction of Nevada, Inc., Mark Scott Construction, Inc., Starke Enterprise LLC dba Starke Contractors, Shaw-Lundquist Associates, Inc., F. H. Paschen, S.N. Nielsen, Inc., CMMCM LLC dba Muller Construction, and SHF International, LLC.
The Ad-Hoc Committee agreed that CMMCM LLC dba Muller Construction, CORE West, Inc. dba CORE Construction, F.H. Paschen, S.N. Nielsen & Associates LLC, Mark Scott Construction, Inc., Shaw-Lundquist Associates, Inc., SHF International, LLC, Sletten Construction of Nevada, Inc. and Starke Enterprise, LLC dba Starke Contractors were all qualified to be selected for the project.
A Contract was negotiated with each firm for Job Order Contracting. Job orders will be awarded in accordance with Real Property Management's process and on a rotational basis among all awarded contractors.
The following are the pertinent provisions of the Contract:
• The term of the Contract is from date of award through June 30, 2029 and includes the option to renew for 2, one-year periods and includes a 4 month extension.
• Includes the County’s option to terminate for cause, convenience or default and suspend the Contract with advanced written notice.
The recommendation of award is in accordance with NRS 338.1373, option of local governments to comply with alternative procedures; and Assembly Bill 43, which establishes the job order program for the use of job order contracts. Pursuant to internal policies and procedures, Clark County solicited these services through the RFP process.
CMMCM LLC dba Muller Construction, CORE West, Inc. dba CORE Construction, F.H. Paschen, S.N. Nielsen & Associates LLC, Mark Scott Construction, Inc., Shaw-Lundquist Associates, Inc., SHF International, LLC, Sletten Construction of Nevada, Inc. and Starke Enterprise, LLC dba Starke Contractors currently hold a Clark County Business License.
