BACKGROUND:
On September 21, 2010, the Board approved an Interlocal Agreement between Clark County and the Clark County Water Reclamation District (District), wherein the District performs certain water quality functions on behalf of the County, including responsibilities related to the Clark County 208 Area Wide Water Quality Management Plan required by the Federal Clean Water Act and NRS Chapter 244A.
The Nevada Division of Environmental Protection (NDEP) annually notifies the District of the opening of the Nonpoint Source (NPS) Pollution Prevention Program 319(h) Grant available for work to prevent or control nonpoint source water pollution, the leading cause of water quality impairment in Nevada (Attachment 1). The deadline for submission is September 23, 2022.
The District on behalf of Clark County is pursuing these funds to assist the Water Quality Program in evaluating a mechanism to collect trash, debris and sediment that enter the Las Vegas Valley’s storm drain system before reaching the Las Vegas Wash and Lake Mead. Unlike conventional filter devices which are prone to clogging, the Coanda filters are designed specifically to handle high velocity flows and are proven not to clog. The program requires matching funds in the amount of 50% which will be provided through staff salaries, benefits, and matched budgeted funds. The attached application specifies these costs and describes the work to be performed (Attachment 2).
